Dr Jonathan Bonopha Tengbe

Chief Executive Officer (CEO)

Dr Jonathan Bonopha Tengbe is the Chief Executive Officer (CEO) of Sierra Civils International – Sierra Leone. He is responsible for the company’s infrastructure engineering, design and project management services.

Dr Jonathan Tengbe is a UK Chartered Civil Engineer with over 30 years’ experience in the design Management, project management, contract management and supervision of highways and other civil infrastructure projects. For the past 23 years he has been working on the design, project management and supervision of highway improvement schemes at various technical and managerial levels in Sierra Leone, Lesotho, United Kingdom and Qatar.

Dr Jonathan Tengbe, was Minister for Water Resources of the Government of Sierra Leone from April 2018 to November 2019. Before becoming a Minister, Dr Tengbe was Highway Expert/Area Manager for Qatar North and South for the Public Works Authority of the Government of Qatar from 2014 to 2018. During that time, he was responsible for the Design Management of Multi-Billion Dollar Expressway Schemes such as 14-lane Orbital Highway and Truck Route, and Nine (9) other major expressway schemes. In additions he also supervised the Design of the Multi-Billion Dollar Local Roads and Drainage Programme, designed by two International Design Consultants and a Programme Management Consultant.

At Parson Brinckerhoff (PB) (Now WSP) in United Kingdom (2007 to 2014), Dr Jonathan Tengbe was responsible for the design and delivery of UK Highways Agency Major Projects, from the development of client brief through to design, procurement of contractor and supervision of the construction contract. During that process, he coordinated the efforts of key design disciplines and other stakeholders of the scheme, such as Connect Plus, Utility companies, Local Authorities, Police etc.

Dr Jonathan Tengbe is also familiar with project partnering initiatives, risk and value management workshops and collaborative working. Responsibilities have included project management and the provision of head office support to site supervision teams, as well as undertaking design reviews of the contractor’s detailed proposals.

In 2008, Dr Jonathan Tengbe was Claims Expert for the following European Union LOT2 Projects: Freetown to Conakry Highway Project in Sierra Leone for the European Union and Sierra Leone Roads Authority; and the Masiaka to Bo Highway Project in Sierra Leone. The recommendations made to the European Union and the Sierra Leone Government, enabled the Freetown – Conakry project to be re-started and construction is now complete. The contractor’s claim on Masiaka to Bo project was reviewed and recommendations made to EU.aff.

Before joining PB, Dr Jonathan Tengbe worked overseas as Regional Contract Engineer (Advisor) in Lesotho (1998 t0 20030, on the US$129M World Bank funded Road Rehabilitation and Maintenance Project and also as Project Manager on various road maintenance and construction projects funded by the Lesotho Highlands Water Project. His responsibility was to manage tender processes, procure contractors and manage contractors on site.

Professionally I am a trained, qualified and well experienced Electrical, Electronic, Project and Safety Engineer. I have acquired over the past years professional qualifications, experiences, and competencies required for Engineering Jobs.

I have served and given technical capacities in delivering different Engineering jobs at different capacities ranging from (London Mining Company Limited as Electrical Superintendent), (Timis Mining Cooperation as Power Station and Engineering Superintendent), (Sierra Rutile Limited as Electrical Engineer), (Sierra Leone Bottling Company Limited-Coca Cola Authorized Bottlers as Electrical Supervisor), Renewable Energy (United Nations Office for Project Services as Electrical and Solar Engineer) and currently as Senior Project Manager at the Ministry of Water Resources with over 10 years of experience.

I have sound work experience in Electrical Engineering, Solar/Renewable Energy and Project Management with in-depth hands on experience in planning, design, implementation, monitoring, coordination, collaboration, procurement and contract management. I am familiar with both national and international procurement procedures and have provided effective coordination of international investor trust fund for mining projects in addition to my Microsoft Project software background to assist Project Managers in developing a plan, assigning resources to tasks, tracking progress, managing budget, and analyzing workload). My previous experiences with organizations like United Nations Office for Project Services (UNOPS), Sierra Leone Bottling Company Limited (Coca-Cola), London Mining Company Ltd, Timis Mining Cooperation, Sierra Rutile Limited, Fahrenheit Engineering Company for the past 10 years makes me competent for any Engineering, Managerial and Administrative jobs.

Engineer Fallah K. Tengbeh holds the following qualifications B.Eng Electrical and Electronic, MBA Petroleum and Natural Gas, PRINCE2 in Project Management, Occupational Safety and Health Cert (IOSH), Gas Detection Cert (GDC), Information Technology Researcher (PhD) Ongoing.

Director of Human Resources

Mrs Tengbe has been the Human Resources Director since the inception of the Company in 2011. Mrs Tengbe has a Bachelor of Arts Degree from Fourah Bay College, University of Sierra Leone, Masters Degree in French and Linguistics from the University of Stuttgart in Germany and Masters Degree in Social Work from the University of East Anglia in the UK. She has worked extensively in Sierra Leone, UK and Qatar.
